The ministers plan to give mayors to give important new powers on hospitals and schools as part of a new wave of revolution that can change the execution of public services in the UK.
Local Government Secretary Steve Reed wants to control many more local services to the mayors and delivers some NHS services and even sections of the criminal justice system.
