A “perverted and scheming” NHS boss has been jailed for raping and abusing six teenagers, with his youngest victim aged just 12. Paul Lipscombe, 51, appeared at Leicester Crown Court today to hear how he groomed and abused his victims for three decades. Lipscombe admitted to targeting underage girls since his 20s.

Rothley, who admitted 34 charges including the rape of a 12-year-old girl from Lipscombe, of Rothley, had previously served as an NHS manager at hospitals in Warwickshire. The court heard how he tricked and groomed his victims using messaging app Snapchat. Lipscombe also pleaded guilty to charges that he distributed child pornography to pedophiles online, including three images of a 12-year-old boy he raped. He was also revealed to have used artificial intelligence to create and distribute indecent images of his other victims, earning him more than £3,700.

Officers found more than 17,000 images of child abuse on his devices, along with a “distressed” victim who could be heard crying and begging for him to step in as he forced her to perform a sex act.

The court heard harrowing and horrific details of some of Lipscombe’s attacks, including how he shot one of the girls while forcing her into a sex act.

Lipscombe was caught after one of his 15-year-old victims ran away from her home in Lincolnshire and stayed with the 51-year-old man in a hotel in Birstall. Meanwhile, Lipscombe’s wife believed he was on a business trip in London.

After CCTV footage of the young girl and Lipscombe was discovered, a manhunt was launched and he was arrested soon after at a KFC in the town.

The pedophile initially denied all charges, but pleaded guilty to 34 charges just before the trial.

Even while he was in prison awaiting trial, staff seized a fictional story he had written about the rape of a child and used it as evidence against him.

Mary Prior KC, representing Lipscombe, said her client had no previous criminal record, had ADHD and autism, and that he had saved six girls from giving evidence with his subsequent criminal complaint.

Lipscombe pleaded guilty to 21 counts of sexual activity with a child, seven charges of indecent images of a child, three charges of sexual assault on girls under 13, two counts of rape on girls under 13 and one charge of inciting a child to engage in sexual activity.

He was sentenced to 28 years and one month in prison, with his earliest release after 18 years and two months if he is approved by a parole board.

He will also be on license for an additional three years in addition to his full sentence. The judge also issued a strict Sexual Harm Prevention Order and restraining order against the six girls.

Detective Constable Lauren Speight said: “We suspect he was in contact with other girls and may have committed sexual offenses against others.

“We would appeal to anyone who has come into contact with him to contact us. We are specifically trained to speak to children who may be victims of similar crimes.”

Inspector Helen Schofield has warned parents about the threat from online predators. He said: “The extent of Lipscombe’s offending is truly shocking.

“This man grooms young girls online and once he gains their trust, he abuses that trust in the most horrific ways imaginable. “The threat children face online is pervasive and we all have a duty to keep them safe.

“As parents, most of us can say that we know where our child is, who he is with, what he does when he is not with us, and we have a perception that they are safe when they are at home.

“But this may not be the case. If your child has access to a phone or tablet and is active on social media or online gaming platforms, they are at risk of being targeted by people who want to harm them.”

“It’s important to talk to your child about these dangers and being able to spot potential signs of online crime, such as grooming, is vital to helping keep them safe.”
