How agencies busted ‘white collar terror network’? PM Modi’s Cabinet terms it ‘terrorist incident’

Two days after the explosion near the iconic Red Fort, a preliminary investigation revealed links to a “white-collar terrorist network”; investigating agencies found links of the terror incident with Pakistan-based Jaish-e-Mohammad (JeM) and Ansar Ghazwat-ul-Hind (AGH).

The alleged network, which included doctors and clergy, was dismantled following a series of coordinated operations between 19 October and 10 November 2025, resulting in the seizure of 2,921 kilograms of explosives and the arrest of several people.


The investigation, currently being conducted by the National Investigation Agency (NIA), began after a joint operation by Jammu and Kashmir Police and Haryana Police uncovered an elaborate inter-state nexus involving educational, medical and religious institutions.

The crackdown began with the launch of an FIR and a wider investigation on October 19, when objectionable JeM posters were found in Kashmir’s Nowgam district. The next day, three suspects – Arif Nisar, Yasir-ul-Ashraf and Maqsood – were arrested and taken to Nowgam Police Station area.

On October 27, security forces arrested Maulvi Irfan Ahmed Wage of Shopian and Zameer Ahmed of Ganderbal, Wakura and seized a pistol and ammunition from their possession.

The investigation soon spread beyond Jammu and Kashmir. On October 30, Dr., faculty member of Al-Falah Medical College in Faridabad. Muzamil was arrested and subsequently arrested on 5 November by Dr. Adeel was arrested.
An AK-56 rifle and other ammunition were seized during subsequent searches at Anantnag Hospital on 7 November, while additional rifles, pistols and gunpowder were seized during a raid on Al-Falah Medical College a day later.

The following days witnessed the arrest of a suspect named Madarsi from his house in Dhauj in Faridabad and the seizure of a huge quantity of 2,563 kg of explosives from the house of Hafeez Mohammad Ishtiaq, the imam of Al Falah Mosque in Mewat.

PM Modi condemns blast incident

The Union Cabinet led by Prime Minister Modi on Wednesday termed the car blast near the Red Fort a “terrorist incident” and expressed grief over the loss of lives in a terror incident related to a car blast near the Red Fort in Delhi on Monday evening. Prime Minister Modi directed that the investigation into the incident be carried out with utmost urgency and professionalism so that the perpetrators, their accomplices and sponsors are identified and brought to justice without delay.

The cabinet observed a two-minute silence in memory of the innocent lives lost.

The cabinet took a resolution and unequivocally condemned the “despicable and cowardly act” that led to the loss of innocent lives and reiterated India’s commitment to a zero-tolerance policy against terrorism. He instructed that the investigation into the terrorist incident should be continued with the highest level of urgency and professionalism in order to bring the perpetrators and their collaborators to justice.
