New department to connect global Rajasthani diaspora with State’s progress

The Rajasthan government on Wednesday, November 19, 2025, decided to set up a special department to link Non-Resident Rajasthanis (NRRs) based in India and abroad with the development of the State. The ministry will provide a platform for dialogue and collaboration between the Rajasthani diaspora and the State government.

The State Cabinet approved the proposal to set up a new department for national and international NRRs at a meeting held at the Chief Minister’s Office in Jaipur. Other decisions included the approval of the global capacity center policy and the establishment of a joint venture company for the establishment of new coal-based thermal and solar power projects.

Industry Minister Rajyavardhan Singh Rathore, in a press conference after the Cabinet meeting, said that the ministry will create a policy framework to extend the benefits of the government’s schemes to NRRs and strengthen their relationship with the State.

“Apart from addressing their issues, the ministry will organize events and exchange programs for NRRS,” Mr. Rathore said.

Chief Minister Bhajan Lal Sharma had announced the establishment of the new department at an NRR meeting held during the Rising Rajasthan Global Investment Summit held here in December 2024. The first Pravasi Rajasthani Diwas will also be observed in Jaipur on December 10 along with the ‘Rising Rajasthan’ partnership meeting to leverage the expertise of the global diaspora in key sectors.

The Rajasthan Foundation has so far been operating as the state’s diaspora outreach centre. Mr. Rathore said the approval of the global capacity center policy will lead to the creation of more than 200 GCCs by 2030, establish Rajasthan as a global innovation and investment hub and create 1.50 lakh employment opportunities.

“Rajasthan will contribute significantly to the country’s US$ 100 billion Gulf Cooperation Council (GCC) market. Through this policy, the State government will develop cities like Jaipur, Udaipur and Jodhpur as Gulf Cooperation Council hubs,” Mr. Rathore said. The Gulf Cooperation Council will receive a capital investment subsidy of 30% of the project cost and a land cost incentive of up to 50%.

Deputy Chief Minister Prem Chand Bairwa said that Rajasthan Rajya Vidyut Utpadan Nigam and Singareni Collieries Company Limited will hold 26% and 74% stake respectively in a new joint venture company. It will set up 800 MW coal-based thermal power project at a cost of 9,600 crore and 1,500 MW solar power project at a cost of 6,000 crore.
