111-page healthcare plan released by House GOP before vote next week

House Republicans have released a 111-page plan for health care reform that they hope to vote on next week.
House GOP aides also told reporters Friday afternoon that they also expect a vote on expanding increased Obamacare subsidies to take place next week as part of the amendment process on the final bill, called the “Lower Medicare Premiums for All Americans Act.” Subsidies have been the subject of fierce bipartisan debate for Republicans.
“We expect there to be a change, which I believe is being worked on, so the process will allow for that change,” aides said.
The plan, in its current form, includes provisions to regulate association health plans, which would allow small businesses and self-employed individuals to band together and purchase health insurance plans, giving them access to greater bargaining power.

Republicans also plan to provide matching funding starting in 2027 for cost-sharing reductions designed to lower out-of-pocket medical costs in the individual health market. House GOP aides have said it would reduce the cost of premiums by 12%.
New transparency requirements for pharmacy benefit managers (PBMs) are also included in the legislation and are intended to force PBMs to be more open about costs to employers.

PBMs are third parties that act as intermediaries between pharmaceutical companies and those responsible for insurance coverage, often responsible for administrative tasks and negotiating drug prices.
PBMs also face bipartisan ire in Congress; Both Republicans and Democrats accuse them of being part of a broken system to inflate healthcare costs.
But the most divisive measure for Republicans likely hasn’t been detailed yet.

A majority of House Republicans oppose expanding Obamacare subsidies designed to provide affordable health insurance to more Americans during the COVID-19 pandemic.
Democrats voted to pass the increased subsidies in 2021 and extend them through 2022, when they control Congress.
As millions of Americans face almost certain increases in health care prices starting in January, a group of moderate Republicans in the House of Representatives have joined Democrats to push hard for a re-extension of those subsidies.
Two separate bipartisan efforts have been launched to force a vote on some form of extension of the subsidies. But such an initiative would need the support of nearly all House Democrats to succeed, and their leaders have not endorsed either plan.

“We will consider every well-intentioned proposal. But it needs to provide meaningful certainty to the American people who are at risk of having their health care taken away from them,” House Minority Leader Hakeem Jeffries, D-N.Y., told reporters Friday.
But conservatives have warned that they would not support such an extension unless it was paired with significant reforms to what they see as a long-broken system that has fueled health care price inflation.
“I think it’s going to be a disastrous plan,” Rep. Eric Burlison, R-Mo., a member of the House Freedom Caucus, told Fox News’ Chad Pergram on Friday. “I mean, we’ve seen clearly that Obamacare is the Titanic. It’s sinking. I think spending money from now on is just going to be a waste.”
