Police Permission Now Mandatory for Wedding Processions in Cuttack

Bhubaneswar: Planning a wedding procession with a band, sound system or speakers in Cuttack will now require mandatory prior permission from the police as authorities have introduced a structured online licensing system under the Odisha City Police Act.
Deputy Commissioner of Police (DCP) Cuttack informed that individuals organizing marriage ceremonies must apply for a license with the DCP office through the designated online portal before the event.
As per the guidelines issued by the police, applicants are required to upload the original booking receipt of the band or sound system and produce an indemnity bond written on non-judicial stamp paper worth Rs 100, duly notarised.
Additional documents include proof of venue booking, receipts for private security guards deployed during the ceremony, and the bride’s identity documents, especially if the ceremony is held at a private residence.
Openings will vary depending on the venue. If the event is held in the residential area, a copy of the electricity bill must be presented. In cases of government land, land no-objection certificates (NOCs) from Cuttack Municipal Corporation (CMC), Cuttack Development Authority (CDA), R&B Department or Tahsildar are mandatory.
Additionally, organizers must obtain NOCs from the Fire Department and TPCODL for electrical safety, besides obtaining certification from the R&B Department for stage or pandal safety.
The license fee is fixed at Rs 100 per programme. However, if loudspeakers are used during the parade, the fee increases to Rs 300 per programme. Payments must be made through the e-challan system specified under the Odisha Urban Police Act using the specified receipt header.
The entire application process was done online through the Commissionerate Police portal. Applicants must register using a valid 10-digit mobile phone number and receive updates regarding the application number, approval or rejection via SMS.
Once approval is given and payment is completed, the license certificate can be downloaded online after verification. The final confirmation is also sent to the registered mobile number.
Police announced that applications must be made at least 72 hours before the marriage ceremony, but not earlier than 15 days. Applications made outside this period will not be evaluated.
Candidates who encounter technical problems in the online process are advised to contact the help desk between 10.30-17.00 on weekdays, excluding Sundays and public holidays.
