Ukrainian President Volodymyr Zelenskyy appointed Gen. Kyrylo Budanov, head of Ukraine’s military intelligence, as the new chief of staff, signaling renewed emphasis on security, defense planning and diplomacy. The decision comes at a critical time as the United States intensifies diplomatic efforts to end Russia’s nearly four-year occupation of Ukraine.

Announcing the change, Zelenskyy said the Presidential Office should focus more on national security, strengthening defense capabilities and managing peace negotiations. These areas require leaders with hands-on experience and strategic insight, he noted.

Leadership Changes During Anti-Corruption Review

Budanov replaced Andrii Yermak, who was dismissed after anti-corruption authorities began investigating allegations of irregularities in the energy sector. Although Zelenskyy did not directly link the investigation to the impeachment, he framed the reshuffle as part of a broader effort to increase effectiveness at the highest levels of government.

In his press statement, Zelenskyy praised Budanov’s background and said that his expertise and endurance will help achieve concrete results in a decisive period for the country.

39-year-old Budanov stated that his new position is both an honor and a heavy responsibility, stating that this moment is historic for Ukraine and emphasizing the importance of protecting the country’s long-term strategic security.

Cabinet Change Announced

In addition to appointing the chief of staff, Zelenskyy also proposed the current digital transformation minister, Mykhailo Fedorov, as the new defense minister. Fedorov, 34, is widely credited with developing drone warfare capabilities and modernizing Ukraine’s digital management systems.

He will replace Denys Shmyhal, who took on the defense role during a major overhaul of the government last July. Zelenskyy thanked Shmyhal for his service and said he would continue working in another government post. The president also highlighted the defense department’s success in producing more than 1,000 interceptor drones per day in December.

Earlier, Zelenskyy appointed the head of the Foreign Intelligence Service, Oleh Ivashchenko, to take over as chief of military intelligence following Budanov’s move.

The Rise and Strategic Role of Budanov

Budanov became one of the most visible figures in Ukraine’s wartime leadership. A career intelligence officer, he has led the military intelligence agency since 2020 and has played a key role in operations targeting Russian military infrastructure and logistics, including deep behind enemy lines.

Political analyst Ihor Reiterovych noted that Budanov’s experience in intelligence and previous talks with U.S. officials could make him a more natural candidate for high-level diplomatic coordination, including sensitive negotiations such as prisoner swaps.

War Continues Despite Diplomatic Efforts

The leadership changes come amid ongoing fighting. Russia and Ukraine have traded accusations over recent drone and missile attacks, with both sides reporting civilian casualties and infrastructure damage. Despite ongoing diplomatic contacts, including US-led talks with European allies, Zelenskyy warned that unresolved issues, especially territorial disputes, would ultimately determine the future of peace in Ukraine and Europe.
