Meanwhile, the Human Rights Commission of Pakistan (HRCP) has expressed deep concern over the security, law and order situation in the country’s Khyber Pakhtunkhwa province through 2025.
The region remains worryingly unstable and is the scene of frequent militant attacks.

In its latest report titled ‘Caught in the Crossfire: Civilians, Security and Justice Crisis in Merged Areas of Khyber Pakhtunkhwa’, HRCP, citing the Islamabad-based Pakistan Institute of Conflict and Security Studies, said that at least 82 militant attacks occurred across the country in July 2025 alone, with Khyber Pakhtunkhwa, including former tribal areas, accounting for nearly two-thirds of this number.

Additionally, 45 militant attacks were recorded in the state in September 2025, leaving 54 people dead and 49 injured.
From these cumulative figures in September, the province’s combined districts accounted for “20 militant attacks that killed 21 people”, including six Pakistani security personnel, three militants and 12 civilians, with seven injured.

According to HRCP, Mian Iftikhar Hussain, President of the Awami National Party (ANP) in Khyber Pakhtunkhwa, described the security situation as much more unstable than generally perceived. He stated that a range of militant organizations were operating not only in the merged districts but also in settled areas of the province, adding that the terrorist outfit Daesh was reportedly active in the region.
