Many previous owners attempted to develop the site but were turned down on heritage grounds.
Plans submitted to the state government in October last year aimed to incorporate the heritage-listed landmark into a 34-storey tower.
According to the plan, the gutted hotel will be restored and reopened as an accommodation venue.
Reconstruction of the original staircase and interior fittings was also planned.
An air raid shelter and rear outbuildings built during World War II were to be demolished.
The tower will be built right behind the hotel with 282 flats.
