Plan to give environment officers police-style powers

It comes as new measures were proposed by the Department for Environment, Food and Rural Affairs on Saturday, which would see drivers in England, Scotland and Wales receive penalty points on their licenses if they are caught flying. License holders can be disqualified from driving if they accumulate 12 or more penalty points within three years.
