Amid confusion over internal reservation, Karnataka SC/ST commission holds deliberations

Amid confusion over internal reservation among Scheduled Castes and reduction in overall reservation for Scheduled Castes and Scheduled Tribes from 56% to 50% for recruitment to 56,432 posts, the Karnataka State Commission for Scheduled Castes and Scheduled Tribes on Tuesday held talks with senior officials, former KPSC officers and community representatives.
Besides discussions on internal reservation, commission chairman L. Murthy received responses from community representatives on various issues.
A note stated that the meeting was convened to discuss internal reservations for Scheduled Castes in the light of the Supreme Court’s directives on reservation policy.

“We emphasized the need to clear the confusion leading to fake caste certificates regarding Bhovi and Maleyaru. Since the SC reservation basket is already crowded, the commission has also been asked not to consider/recommend addition of four more castes, including Kembattis and Mansas, as suggested by the HN Nagamohan Das Commission,” said a source who attended the meeting. Sources said that the demand for deletion of caste groups Adi Karnatakas, Adi Dravidas and Adi Andhras has been made and the commission has been urged to write to the Center and recommend their deletion as they are now allowed to choose between Category A (Madigas) or Category B (Holeyas).
50% limit
Sources also said that they had conveyed to the commission that violation of the 50% reservation limit in the Karnataka case was valid as the SC/ST population was around 25% and as per the Supreme Court, the upper limit was not watertight.
Among those present were Social Welfare Minister D. Randeep, DPAR Secretary K. Jagadish, Law Secretary KL Ashok, Higher Education Secretary Khushboo Goel Chowdhary, former KPSC Chairman Gonal Bheemappa and many former KPSC members.
