Last year, traveling by taxi with a female cousin (she was covered from head to toe, with only her eyes visible, according to the rules) was exceptional and risky in Afghanistan, where they could be caught at any time by Taliban inspectors who enforce rules that ban women from traveling long distances without a male relative.
