In the Legislative Assembly’s debate on Carnell’s bill, then-prime minister Rosemary Follett outlined the key rationale for protecting whistleblowers. Even in a government that demands “a reputation for honesty and integrity,” Follett said, “situations will unfortunately occur that give rise to allegations of fraudulent or corrupt behavior or mismanagement.”
