Complaint free implementation of welfare schemes and other challenges ahead for new Telangana CS Sanjay Jaju

Telangana’s new Chief Secretary Sanjay Jaju, who took over from outgoing Chief Secretary K. Ramakrishna Rao, will have a tough time as the bureaucratic head of the state in the coming days.
Its main focus will be on streamlining administrative functioning and ensuring effective coordination among senior bureaucrats in different departments to deliver the fruits of welfare and development programs to the final stage. The real challenge for the new Chief Secretary is to implement social welfare schemes like Rythu Bharosa without complaints at a time when the State is struggling to manage its finances.
The government’s efforts so far to increase revenue receipts have undoubtedly yielded results, but not to the expected level. The government cannot afford to raise taxes and fees to mop up revenue; because this could have an impact on the Assembly elections that will be held in less than two and a half years.
Against this background, the new Secretary-General will need to strike a fine balance between spending on welfare/development programs and meeting financial commitments regarding the repayment of interest and principal on the large loans inherited by the government.
Demands that put pressure on financial decisions
Added to the welfare programs is increasing pressure for the release of five installments of employees’ Valuable Allowance (DA) and implementation of the second Pay Revision Commission (PRC) recommendations; the costs of this will be very difficult for the State Government at this time.
Focus on getting senior officials to visit the site
On the administrative side, the new Secretary-General will have to focus on managing increasing demands as well as ensuring that senior officials visit the field to understand first-hand the effectiveness of the implementation of various programmes. Chief Minister A. Revanth Reddy has repeatedly warned officials not to limit themselves to air-conditioned comforts, but to little avail so far.
Financial aid from the center
Another key area where he will focus will likely be to convince the Central Government and provide financial assistance for the Congress government’s flagship projects such as the expansion of Hyderabad Metro Rail (HMR) and construction of Bharat Future City. Since Mr. Jaju has been out of the Central bench for over a decade, he is likely to take some time to understand the State government’s priorities and determine the cooperation he can expect from officials at different levels, thereby charting his own course of action.
