Chhattisgarh passes Bill to boost business

The Chhattisgarh Assembly on Thursday, July 16, 2026, passed the Chhattisgarh Ease of Doing Business Bill, 2026, which aims to reduce procedural hurdles and simplify business establishment in the state.

The bill would make the State the first in the country to implement a business permit system based on risk and trust, a government official said in a statement.

“The law aims to simplify business formation and operational procedures, reduce unnecessary compliances and create a faster, transparent and investor-friendly ecosystem, especially for MSMEs. Industries and commercial establishments will be classified according to their size and risk profile, allowing low-risk businesses to get approval faster, while technical review and physical inspections will continue for high-risk projects,” the statement said.

The bill brings in 43 services offered by eight state ministries under the risk-based approval framework and includes provisions for adding more services once approved by the Executive Council. A three-tier monitoring mechanism has also been created, with committees headed by the Chief Secretary at the state level and Collectors at the district level working under the guidance of a council headed by the Chief Minister.

“The government expects the reform to directly benefit over 15 lakh MSMEs by reducing the time and cost of setting up and running businesses, strengthening Chhattisgarh’s transparent, predictable and investment-friendly business environment, while maintaining effective oversight for high-risk sectors,” the statement said.

Earlier, Minister of Commerce and Industry Lakhan Lal Dewangan introduced the Chhattisgarh Ease of Doing Business Bill, 2026 in the Parliament, where it was passed with a partial amendment after discussion.

While BJP MPs like former minister Ajay Chandrakar supported the bill, calling it a landmark reform, Congress MLA Daleshwar Sahu said the law should be passed only after extensive deliberation and consultation.
