Victorian Labor leadership in limbo for second day as Carroll nominates himself

A confidential briefing to Prime Minister Jacinta Allan reveals that her most senior advisers tried to warn her in writing in June 2023 that the Big Building she oversaw as a minister was being taken over by a rogue CFMEU, which could lead to huge cost blowouts, and that cyclists and criminals were infiltrating taxpayer-funded projects.

The emergence of the report, marked “strictly confidential and cabinet confidential” and addressed to Allan, came at a time when Allan was struggling for his political life. It shows Labor’s senior infrastructure officials know far more about Big Build corruption and the consequences of failure to act on it than has ever been publicly disclosed.

The government’s response to CFMEU corruption was the decisive issue as Allan struggled to salvage his leadership. His main rival, Deputy Prime Minister Ben Carroll, has vowed to reverse his decision to refuse to set up a royal commission.
