AusAlert test exposes the need for a fully integrated national warning system

AUSTRALIA’S FIRST NATIONWIDE AusAlert test has demonstrated both the potential of the new emergency alert system and the work still needs to be done before its official launch in October 2026.

Millions of compatible mobile phones received the alert via cellular broadcast technology. Unlike SMS, cell broadcast allows mobile towers to simultaneously deliver messages to every compatible device within a given geographic area.

It’s fast, doesn’t rely on knowing individual phone numbers, and is less vulnerable to network congestion.

However, a significant number of Australians reported that their phones did not receive the alert, while others only received a short sound, a silent notification or a more general message.

Some malfunctions; It can be explained by older phones, outdated operating systems, imported phones configured for overseas markets, poor mobile coverage, or devices not connected to an active 4G or 5G tower at the time.

This is not to say that AusAlert is fundamentally flawed. Cell broadcast is a proven technology used in more than 30 countries. But the test underscores a larger question: What should be the gold standard for a national emergency alert system?

The answer is not just an alert sent to mobile phones. No single technology will reach everyone under all circumstances.

The gold standard is a nationally coordinated, multi-channel system that can distribute exactly the same authorized message simultaneously across mobile phones, radio, television, emergency applications, websites, landlines, public sirens, road signs and, when necessary, satellite services.

Consistency is critical. If a mobile alert tells people to evacuate while a state website or radio report gives different instructions, the confusion can become as dangerous as the emergency itself. Ideally, an authoritative warning should be created using internationally accepted standards. Joint Alert Protocol and automatically distributed to every participating platform.

Japan offers a powerful example. His J-Warning The system connects national alerts to municipal loudspeakers, local government systems and broadcasters.

Japan conducts nationwide operational tests several times a year and requires local authorities to fix any faults detected. Warning capability forms part of a much broader national culture of disaster preparedness and resilience.

Finland offers another useful lesson. His approach links warnings to broader civilian preparedness. Emergency messages can be transmitted via radio or television. 112 Suomi application, public sirens and other official channels.

Equally important is that Finnish citizens receive practical information on preparing for disruptions and crises. The alert is therefore considered part of the national resilience framework, not a standalone piece of technology.

Interestingly, these countries also received high scores in my article on network resilience.

Iceland also demonstrates the value of visible public infrastructure. During my own travels there, electronic road signs located throughout the country. These billboard-sized displays can provide drivers with instant information about hazardous weather and road conditions.

They show how alerts can reach people who can’t hear the phone, are traveling through an unfamiliar area, or don’t have local mobile service. The system is also connected to a mobile phone application that visitors automatically receive with each car rental.

New Zealand It has been particularly effective in measuring performance. It conducts nationwide mobile alert tests annually, collecting thousands of public responses and using independent surveys to estimate population reach. The 2025 survey found that 92 percent of people had either taken the test or been with someone who had taken the test. This is a much more meaningful measure of performance than verifying that mobile towers are transmitting a message.

Australia’s federal structure adds another layer of complexity. Emergency management is primarily the responsibility of the state and territory.

As a result, Australians face a number of separate services, including: Dangers Near Me, VicEmergency, Warning SA, Emergency WA, TasALERT and other judicial websites and applications.

Local control is important because state emergency officials understand local conditions. But local control should not mean fragmented public communication. AusAlert can provide the national backbone while state and territory agencies continue to generate and manage alerts. The main requirement is that each channel uses common terminology, geographical information and instructions.

Australia has already moved towards nationally consistent alert levels. Australian Warning System. AusAlert offers the opportunity to go even further and create a truly integrated national architecture.

This should include mandatory AusAlert compliance standards for phones sold in Australia, transparent disclosure for imported devices, redundant power and transmission paths for mobile towers, coverage for regional and remote communities, accessible multilingual alerts and published results following each major test.

Authorities won’t know exactly which phones missed the alert because cell broadcast is a one-way, privacy-preserving transmission.

But it can combine telecommunications data, controlled testing, public feedback and independent surveys to identify patterns and measure actual population reach.

Therefore, the true measure of AusAlert will not be how many messages are delivered. It remains to be seen whether Australia can demonstrate that warnings are timely, consistent, understandable and available through a variety of channels (even if one of those channels fails).
