A leading international law expert, Switzerland and Hungary’s Vladimir Putin Donald Trump and Volodymyr Zelensky in Geneva at a proposed peace summit will violate their international legal obligations if they contained. In the harmony of global rights, Legal Advisor Maksym Vishchyk insisted that Hungary had withdrawn from the Roman statute earlier this year, but both states to be committed to the arrest warrant against the Russian President.

France Emmanuel Macron said the summit could be in Europe and proposed Geneva as a place. It is reported that the White House has planned a possible three -sided meeting between the US, Russian and Ukrainian presidents in the capital of Budapest, the US, Russian and Ukrainian presidents, and the US secret service is apparently preparing for the event under the leadership of Prime Minister Viktor Orban, a great supporter of Donald Trump.

Switzerland expressed his desire to host and according to a senior official in The Hague, he plans to exempt sanctions from ICC to allow Putin to participate. The authority, who is not authorized to speak publicly, said that the request was prepared on condition of anonymity.

Putin is being sought for the illegal deportation of Ukrainian children, who are defined by the ICC as the symbolic identification of Russia’s attack on rules.

As the state parties of the Roman regulation, Switzerland and Hungary are obliged to cooperate with the ICC and to detain it if it enters its territory.

“This task is not dependent on the idea of political conformity, even in order to secure peace. Failure to arrest Vladimir Putin in the Swiss soil, will constitute a clear violation of the Swiss international legal commitments.”

The summit proposal, supported by Donald Trump as part of the direct planning plan between Kiev and Moscow, would mark the first face -to -face meeting between Russia’s full -scale invasion in 2022.

Mr. Trump, of Geneva’s high -level diplomacy tradition, proposed neutral Switzerland as a host.

However, critics say that Putin’s permission to Geneva will enter the identity of the city as the center of human law. Mr. Vishchyk said: “A person who is exposed to the ICC’s arrest order to enter Geneva, will effectively mock the name of the known city as for the centrality of Switzerland, International Law and Legal Order. cannot be given. “

Swiss officials are investigating legal options to protect themselves from responsibility. If the draft offers circulating in Bern will participate in a peace conference, the ICC will allow temporary immunity for foreign leaders. However, according to Mr. Vishchyk, such distinctions have no basis in international law.

He said: “Switzerland is trying to create an internal exception to give immunity to a person who has been subjected to an international arrest while attending a peace conference rather than special reasons.

“The obligation of the Roman Regulation on the abolition of non -touchingness is made in an official or special capacity, no matter whether the purpose of any visit is clear. Otherwise, it is a cheap initiative to create a cover for a violation of international obligations.”

Explaining that it was withdrawn from the Roman regulation in April, Hungary adheres to its provisions until April 2026, when the one -year notification period ended. Even then, he claimed that his obligations during membership could not be deleted.

“In April 2025, Hungary announced that it was withdrawn from the Roman regulation. However, withdrawal came into force just a year after the date of notification by the United Nations Secretary General.

“Before this date, Hungarian arrest orders continue to be a party arising from the obligation to execute. Also, withdrawal only applies to future events: when a state is a party, it does not evacuate from the obligations under the Roman status.”

Vishchyk added that the inability of Switzerland or Hungary to detain Putin will be a violation of international law.

In March 2023, the ICC issued an arrest order for Putin and accused him of personal responsibility for the transfer of Ukrainian children from occupied regions to Russia. The Kremlin rejected the court’s jurisdiction and rejected the accusations meaninglessly.

Trump said on Monday that he launched arrangements for a face -to -face meeting between Putin and Mr. Zelensky, but he did not publicly approve of such a possibility of Kremlin and no place was proposed.

Russian Foreign Minister Sergei Lavrov said that at a Moscow press conference, Russia is ready to continue negotiations with Ukraine in “any format”. The authority said that Putin suggested that Mr. Trump recently increased the level of representation in delegations, which have recently been largely involved in fruit -free direct negotiations in Istanbul. Lavrov, “a separate interview block” should focus on political issues with military and humanitarian ones.

Ukraine and Western leaders accused Putin of dragging peace negotiations in the hope of capturing more land before any settlement.

Separately, the Trump administration on Wednesday sanctions again ICC judges Kimberly Prost (Canada), Judge Nicolas Guillou (France), Deputy Prosecutor Nazhat Shameem Khan (Fiji) and Prosecutor Mame Mame Mandiey Niang (Senegal).

“These sanctions are an ugly attack against the independence of an impartial judicial institution operating under 125 state party from all regions. International order based on rules, and first of all millions of innocent victims in the world.”
