Labour to abolish most short prison sentences in England and Wales | Prisons and probation

Next month, ministers will make legislatively to eliminate most short imprisonment, forcing community penalties, and to provide a system that inspired by Texas, where prisoners can be released early as part of the attempt to prevent another prison crisis.
Government resources, thirty years in the United Kingdom and Wales in the laws of punishment, which will bring the biggest shaking legislation, MPs will be introduced after returning to the commons in September, he said.
The Justice Secretary Shabana Mahmood said that prisons were aware of the need for quick implementation of changes before making another capacity cracking next summer.
Thousands of prisons were released after Labour won power last summer to cope with the extreme crowd in an emergency.
The prisoner will include measures supported by the government proposed by the former Conservative Justice Secretary David Gauke in a spring.
Central change will be put into the “gained model”-piyasa of an incentive plan for their premature release for prisoners who serve fixed-term penalties with good behaviors.
Some violent ones, including criminals, the most dangerous criminals and those convicted of terrorist crimes, can be released early after serving between the third and half of their sentences.
The program is modeled in a system in Texas, which Mahmood visited earlier this year.
The bill also prevents exceptional conditions and will end less than 12 months shorter sentences, and the ministers argue that they are inefficient and the driving force of more crimes.
Latest data Posted last month by the Ministry of Justice July – September 2023 suggested that 62% of the prisoners who were released after being sentenced to prison for the prison cohort were re -emerged.
The government also plans to harden community penalties by providing more flexibility to imposing fines on courts, seizing assets and bringing prohibitions of travel, driving and participating in football matches.
Mahmood wants councils to expand in unpaid work use that they can assign jobs to criminals such as filling the pits and removing graffiti.
Suspended sentences will be allowed for up to two years instead of two years and will be used more for low -risk criminals with high needs such as pregnant women and people with substance addiction problems.
After the bulletin promotion
The bill will include measures to limit the movement of sexual and violent criminals to certain “restriction zones”, using technology and developed with developed labeling.
The ministers also explained their plans to deport the limits of foreign criminals immediately after the conviction instead of 30% of the road through their sentences. Critics argue that it will allow them to escape the punishment.
Meanwhile, Mahmood will come to the fore with a voluntary chemical castration system for sex criminals in England and Wales. The program is a pilot in two regions.
A government spokesman said: “This government has inherited a prison system days away from the collapse. So 2,500 was delivered before – but we know that we cannot get out of this crisis. Without further action, the prison places will be exhausted within months, the courts will stop the trials and the police cancellation arrests.
“Therefore, as a part of our change plan, we can overhaul to punish the country to keep the country safe to ensure that we have the necessary prison places.”
British and Wales together have the highest prison population per capita in Western Europe. Gauke said that prisons could be unfinished again in spring without change.
