Revised Suspension of Operations pact tightens norms for Kuki-Zo groups

According to the 2008 Soo Pact, which was signed after KUKİ-NAGA conflicts in the 1990s, approximately 2,200 cadres under the umbrella of the KUKİ National Organization (KNO) and the United People’s Front (UPF) were entitled to stop 6,000 on May 3.
The review, which has been valid for a year, says that SPIPEND will be paid to the members in the camps during the inspection through Aadhaar -related bank accounts. Photo Identity cards will be provided by Manipur police.
The agreement says that KNO and UPF will have six camps instead of 14 people they currently operate, and that camps will not be close to populated areas, national highways and vulnerable areas against conflict. Camps should be located at a reasonable distance from the Myanmar border and the borders between the states.
The physical verification of the cadres will be carried out by a joint monitoring group (JMG) under the chairmanship of the Chief Secretary of the Manipur government. A full list of the cadres will be prepared by the government with the latest photographs with the name, date of birth and other details.
The PACT says foreign nationals will be deleted from the list of leaders and cadres.
The presence of foreign nationals from Myanmar, which belongs to the Ethnic Chin-Kuki group, was marked by Meitei Civil Society groups and former Prime Minister N. Biren Singh as one of the factors that fuel ethnic violence.
Considering the serious laws and order and security status in Manipur since May 3, 2023, the Pact has been mutually accepted to review the implementation of the basic rules, and that KNO and UPF will completely exaggerate the Constitution of India, the laws of the land and the integrity of the Manipur ”.

The ethnic conflict between the people of Kuki-zo and Meitei has taken 250 lives so far and has displaced more than 60,000 people from their homes.
