Andrew’s former PA receives rare honour from King Charles | Royal | News

Dame Charlotte Manley, Andrew Mountbatten-Windsor’s former private secretary, was given a huge honor by King Charles at Windsor Castle today. She became a Lady Commander of the Royal Victorian Order (DCVO) and was included in the monarch’s 2026 New Year Honors List.
Dame Commander is the second highest rank in the Royal Victorian Order, giving her the right to use the title “Dame”. After leaving her position working with Andrew in 2003, Ms Manley became Chapter Clerk of St George’s Chapel, Windsor, and is known for the work she accomplished there. His retirement from this role was announced in October last year.
She recently revealed she would be willing to talk to police about what she knew from her time working with Andrew.

Dame Charlotte served as private secretary and treasurer to the former Duke of York from 2001 to 2003. During her time as the UK’s special representative for trade and investment, she regularly accompanied Andrew on many ambassadorial trips abroad.
During her time working with him, the Court Circular frequently listed her as joining him on trade ambassador trips around the world or meeting him at various airports or airports upon his return.
These many trips included a visit to New York in 2001, shortly after Andrew took over, as well as trips to Bulgaria, Brazil, the Falkland Islands, Peru and Canada.
It was also revealed that Manley had signed a check for £75 from a bank account at Buckingham Palace to South African masseuse Monique Giannelloni, who had been arranged by Ghislaine Maxwell to meet Andrew in the palace rooms. Maxwell, who is in prison for child sex trafficking as Jeffrey Epstein’s accomplice, told Giannelloni he would introduce her to someone “more famous than God.”
When Times When Manley visited him, he told them he would “rather talk to the police than the press” but that he “didn’t have much to tell them.”

Before joining the royal service, Ms Manley served as an officer in the Royal Navy from 1976 to 1996. During this time, she spent two years as an exchange officer in the US Navy in Rhode Island and later joined the destroyer HMS Bristol as one of the first women at sea in the Royal Navy.
After being promoted to Commander in 1993, he joined the staff of Second Sea Lord and Commander-in-Chief of the Naval Forces Command.
Three years later, he took a short-term contract in the Cabinet Office and became Andrew’s Deputy Private Secretary and Controller, as well as Princess Alexandra’s Comptroller. He left his post at St. Andrew’s in 2003 to become Chapter Clerk of St George’s Chapel, Windsor, retiring at the beginning of this year.
This is not the first time the King has recognized Ms. Manley’s work; because he was previously appointed OBE in 1996, LVO in 2003 and CVO (Commander of the Royal Victorian Order) in 2018.
