Arunachal Pradesh CM Pema Khandu reviews hydropower projects

Arunachal Pradesh Chief Minister Pema Khandu reviewed the progress of major hydropower projects in the Dibang Valley region and underlined the State’s effort to balance timely implementation with local prosperity, infrastructure development and national energy security.
Among the projects it examined, there are the 3,097 MW Etalin Hydroelectric Project (HEP) and the 680 MW Attunlı HEPP, which are under construction, as well as projects such as Emini (500 MW), Amulin (420 MW) and Mihumdon (400 MW).

“With a total planned capacity of 5,097 MW, discussions focused on timelines, regulatory permits and ensuring development supports local communities while strengthening India’s energy security,” Mr Khandu said after a meeting with energy developers.
Etalin HEPP on the Dri River, planned to be India’s largest hydroelectric project, is expected to become operational soon.
“The project developed by SJVN Limited is envisaged as a transformative initiative to accelerate infrastructure growth, create employment, boost local livelihoods and significantly increase the country’s clean energy capacity,” the Prime Minister said.
Mr. Khandu also visited the Etalin project site on the Roing-Anini Highway and received a detailed briefing from SJVN officials.
Deputy Prime Minister Chowna Mein, who also holds the electricity and hydropower portfolios, said on Saturday, January 31, 2026, that Etalin HEPP has a dam that is 101.5 meters high and has a top length of 213.7 meters.
He added that the Techno-Economic Clearance of the project was reconfirmed on January 30 last year with an approved cost of ₹ 30,037.36 crore.
According to officials, the project has secured Environmental Clearance and Phase I Forest Clearance with over 69% of land compensation already paid, reflecting the State government’s emphasis on transparency and fairness.
Designed in the form of a river flow, Attunli HEPP is expected to further strengthen the renewable energy capacity of Arunachal Pradesh.
“The project consists of four generating units of 170 MW each, with an estimated annual production of 2,728.50 million units, and includes an underground power plant and advanced tunnel systems to ensure efficiency while maintaining environmental balance,” officials added.
“These projects underline our commitment to sustainable development, energy security and inclusive growth, while protecting the interests of local communities and the environment,” Mr. Mein added.
