Singapore inks AI deals with Google, OpenAI as ChatGPT-maker commits $234 million to local ecosystem

Signed separate agreements with Singapore Google and OpenAI will strengthen its position as a global AI hub and accelerate the deployment of AI in utilities, healthcare, education and enterprise.
The deals announced on Wednesday include a new National AI Partnership with Google and the first memorandum of understanding between Singapore and OpenAI, which calls for the establishment of an AI lab in the city.
Under the partnership, OpenAI will commit more than S$300 million ($234 million) to strengthen Singapore’s artificial intelligence ecosystem, according to a joint statement released by the maker of ChatGPT and the Ministry of Digital Development and Information.
Although Google’s announcement did not include an investment commitment, the company said its main focus will be solving societal challenges, building an AI-ready workforce, fostering corporate innovation and creating a secure AI ecosystem.
The companies announced the news alongside Singapore’s ATxSummit, a flagship tech conference held in the city this year with a heavy focus on AI deployment.
The city-state is trying to gain a foothold in the global AI race by positioning itself as a neutral and talent-rich platform to develop, test and deploy AI solutions.
Google and OpenAI’s deals also build on Singapore’s broader national AI strategy; This strategy includes a commitment to invest more than S$1 billion to strengthen public AI research capabilities over five years from 2025 to 2030.
Singapore has received major commitments from global AI players; AmazonAWS and MicrosoftIn addition to front-line model developers like Google DeepMind and OpenAI.
Frontline deployment
The establishment of the “OpenAI Singapore Applied Artificial Intelligence Laboratory”, the first laboratory established outside the USA, took place following the opening of the Singapore office. in 2024 Supporting customers and partners in the Asia-Pacific region.
The new laboratory is expected to employ more than 200 people over the next few years and aims to help its local partners leverage edge AI to increase daily economic capacity.
This work will include national priorities such as education, public services, finance, healthcare, digital infrastructure and a training program for mid-career engineers. Its broader “AI for All” efforts will enable the company to co-develop AI startup accelerators and citizen-focused applications.
Google’s deal, meanwhile, will also include training government researchers to use AI tools for science, while working separately with the Department of Education to train educators.
Google will also explore collaborations in areas such as healthcare and life sciences as part of its “global AI assistive clinician research initiative.” This includes exploring how AI can enhance a doctor’s expertise and how AI agents can help support patients.
Google also published a joint white paper with the Singapore government addressing the secure deployment of AI agents following the launch of the AI Agents Sandbox in August 2025.
The agreement builds on the long-standing AI collaboration signed between Singapore and Google in 2022 to strengthen AI cooperation. The technology giant opened its artificial intelligence research laboratory Google DeepMind in Singapore. November last year.
