Bhubaneswar Open Drain Claims Another Life, Alleged Civic Negligence

Bhubaneswar: In another grim reminder of alleged civic apathy, an open-covered drain claimed a life in Odisha’s capital on Thursday, sparking public outrage and prompting renewed scrutiny of vulnerabilities in urban infrastructure projects.
It was reported that the deceased, identified as Sinu Gagrai, a resident of Salia Sahi, died after accidentally falling into an open drain dug as part of the ongoing road construction work under the Bhubaneswar Municipal Corporation (BMC). Locals claimed that the drains were left exposed for several days without proper barricades, warning signs or lighting.
According to eyewitnesses, Gagrai slipped and fell into the sewer late in the evening and suffered serious head injuries. He was rushed by local residents to Capital Hospital, where doctors pronounced him dead on arrival. The incident triggered anger and sadness in the densely populated area; Residents accused civic authorities of failing to ensure basic safety norms at the work site.
Residents claimed that repeated complaints had been made to local authorities about the dangerous condition of the sewers, especially at night when inadequate lighting further increases the risk for pedestrians.
“This death could have been prevented even if minimum precautions had been taken,” said Khetrabasi Mahakud, a local resident.
The tragedy has once again brought to the fore a disturbing picture in Bhubaneswar. A large number of people, including school-going children, have lost their lives after falling into open drains, water-filled pits and poorly secured construction sites in different parts of the city in recent years, especially during monsoon and winter months. In some cases the victims were pedestrians, while in others those affected included cyclists and sanitation workers.
Urban safety activists argue that despite repeated incidents, accountability remains elusive and temporary safety measures are often ignored during public works. “Every death is followed by assurances, but the ground reality remains unchanged,” said a senior activist.
As of Thursday evening, no official statement was made from BMC regarding the incident. Residents demanded strict liability, compensation to the victim’s family, and immediate action to properly secure all open drains and construction sites to prevent further loss of life.
