‘Bizarre inconsistency’: Expert sounds alarm over Swalwell campaign’s payment descriptions

FIRST ON FOX: Rep. Eric Swalwell, D-Calif., one of President Donald Trump’s most vocal critics, is raising eyebrows over a “peculiar inconsistency” in his campaign’s Federal Election Commission filings that list several different reasons for payments totaling more than $360,000 to a Haitian American staffer.
FEC filings by Swalwell for Congress and Remedy PAC dating back to 2021 and last month show more than 75 payments to an individual named Darly Meyer and a variety of reasons for those payments. Individual payouts range from $53 to $12,000.
Depending on the payments, Meyer earned varying amounts each year, including more than 27 payments totaling more than $120,000 last year. He’s also on pace to make over $120,000 by 2025.
FEC filings list various reasons for payments, from travel expenses to car service, from security services to salary. Various payments are also made to Meyer for things like “personal travel expense reimbursement,” “event flower reimbursement” and postage.

In addition to working on the Swalwell campaign, Meyer also owns a limousine service called CYD Global Car Service based in North Hollywood. According to the company’s website, it offers professional chauffeurs, corporate shuttles and limousine services with an emphasis on luxury travel.
He is also the administrator of a Facebook group called “CaliHaitians – Haitians in Az, Ca, Nv, Hi, Or, Wa” that bills itself as a “progressive community” of Haitians living in the United States with more than 3,000 members. The “About” page goes on to say that the group is “selective” about who can become members and that they want to establish a “closer connection” with “presiding members of groups/organizations who can provide professional services to strengthen the community.”
“Finally, we invite heads of other organizations or groups with more than 500 members to join us to create a strategic partnership and cast a broader network for the betterment of Haiti and its children abroad,” the Facebook group continued.
In addition to Meyer, the group includes several other executives, including a woman named Guerline Jozef, who is committed to “ending racist border policies like the Remain Policy, Title 42, and the border-to-prison-to-deportation pipeline” and is the co-founder and executive director of the Haitian Bridge Alliance (HBA), which assists illegal immigrants at the U.S.-Mexico border.
Fox News Digital reached out to the Swalwell campaign for information on the various classifications and asked what Meyer’s role on his team has been since the payouts switched from “Security Services” to “Salary.” Swalwell did not comment on the reason for the different classifications, saying only that “Darly protects me and my family.”
Swalwell also went to XHe writes that Fox News Digital “emailed me asking why I spent $350,000 on security,” and he says, “Maybe I should.” [the reporter] Bill?” Fox News Digital reviewed online records from the California Bureau of Security and Investigative Services, but Darly does not appear to have a security license.
When Fox News Digital reached out to Meyer about the payments, he replied, “No comment.”

Hans von Spakovsky, a former FEC commissioner and now senior legal fellow at the Heritage Foundation, told Fox News Digital that “this is a strange inconsistency that should get the FEC’s attention.”
Von Spakovsky added that the irregularities should “cause the agency’s audit arm to investigate whether these were legitimate payments to a legitimate contractor.”
This isn’t the first time Swalwell has frowned on campaign spending. According to FEC records over the years, Swalwell’s campaign reported numerous spending on luxury car services, expensive restaurants and swanky, luxurious hotels, including in Dubai, Berlin, Paris, London and others.
Fox News Digital previously reported that Swalwell’s campaign left tens of thousands of dollars in fundraising expenses to Just Dreaming Yacht Charters, a San Francisco agency that offers “comfortable and luxurious” private yachts for up to 40 passengers. In October 2023, his campaign spent nearly $17,000 on the company.

According to 2023 year-end records, Swalwell’s campaign reported three payments of approximately $1,700 to the five-star Burj Al Arab Hotel in Dubai, considered a “global icon of Arab luxury.”
Swalwell’s campaign spent nearly $90,000 on travel expenses in the final three months of 2023 alone, including stays at various other hotels such as 1 Hotel San Francisco, Austin Proper Hotel and Times Square Edition.
In 2022, Swalwell’s report showed his campaign doled out nearly $60,000 in travel expenses over the six weeks between April and May; this includes $1,752 at the five-star Hotel La Maison Champs-Elysées in Paris.
