Cardiff’s Al-Manar Centre Trust given formal warning by Charity Commission for posting video supporting Hamas

After the 7 October attacks, a video that was shared on the social media of Hamas received an official warning from the Cardiff -based Islamic charity institution.

El-Manar Center Trust, who runs a mosque in the Galli capital, released its content in November 2023.

The Assistance Commission later launched an investigation stating that the militant group can “be understood as support”.

This investigation resulted in the foundation of the commission by finding abuse of abuse and/or bad administration by the Board of Trustees.

As a result, a decision was made regarding the charity and social media practices.

The purposes of trust are to develop Islamic education and community relations and encourage religious harmony.

The investigation was told that the charity, which is the only board of trustees responsible for managing the social media content of the charity organization, published the video only after listening to the voice.

The President believed that the sound was compatible with the objectives of the aid organization without examining the visual content.

In the opinion of the investigation, the video, which was not produced by the charity or the charity, contained content that offered a “positive image” of the prohibited terrorist organization and the Israeli attack of October 2023.

He also tried to underestimate or justify the attack.

The investigation concluded that the video would guide a public member to reveal that the charity supports and glorified terrorism.

The investigation found that the chair’s decision to trust only the sound was completely inadequate.

At the time of the release of the video by the Board of Trustees, there were failures to ensure the adequate effort and monitoring of the online content sent by the charity.

In 2014, although the aid organization received regulatory advice on the protection of pro -excessive abuse, the commission found that the Board of Trustees could not apply sufficient social media controls.

In October 2024, the Charitable Commission gave an order, which includes the review of all the materials on the website and on social media platforms, leading to action on the use of the website and social media of the charity.

Joshua Farbridge, President of the Commission and Inspection Visits and Inspection, said, “The reputation of an aid organization can be seriously damaged through the reckless use of social media.

“Our investigation concluded that the behaviors of the Board of Trustees fell below the standards expected from them.

“Inadequate controls on social media have led to the sharing of harmful content, and there is no excuse not to review the content properly before sharing by a charity.

“Our rapid intervention, which includes an official warning and a legal order that requires a certain action, underlines the commitment of the commission to ensure that charities do not abuse terrorism in support or glorifying terrorism.”
