Census HLO Operations To Commence in TG From May 11

Hyderabad: Self-counting will begin 15 days before home listing operations (HLO) for the statewide Census, which is scheduled to begin May 11. Preparatory measures for HLO were reviewed at the district collectors’ conference held here on Tuesday.
Chief Secretary K. Ramakrishna Rao, along with Director, Census Operations, Telangana, Bharathi Holikeri, briefed the district collectors about the methods and preparations of the first phase. Rao said the 2027 Census will be India’s first fully digital execution, conducted through a dedicated mobile application for field data collection to enable real-time data capture and faster processing. He informed that the self-counting process will start 15 days before the launch of HLO and citizens will be allowed to submit their data online through the designated platform.
He said no household, settlement, remote settlement, tribal hamlet or urban slum should be left out of the counting process. He asked authorities to pay special attention to inaccessible and sensitive areas. The Chief Secretary stated that the success of digital census depends on the technological readiness of field staff and called for structured training for enumerators and auditors.
Ramakrishna Rao also emphasized adherence to timelines, maintenance of data quality standards and seamless technological integration and instructed aggregators to closely monitor preparation activities and resolve logistics bottlenecks.
Bharathi Holikeri gave an overview of the operational framework, outlining the training cascade model from state level to field officers. He detailed the use of mobile-based applications and back-end monitoring systems for data collection. He also briefed collectors on preparatory steps, including finalizing counting blocks, verifying jurisdictional boundaries, device readiness and coordination with local authorities.
Special principal secretary (MA&UD) Jayesh Ranjan, principal secretary (GAD) Rahul Bojja, principal secretary (finance) Sandeep Kumar Sultania, CIPR Ch Priyanka and senior officials attended the meeting.
