Jaya Bachchan demands dedicated emergency lanes for ambulances

Samajwadi Party MP Jaya Bachchan demanded special emergency lanes for ambulance movement on the roads on Wednesday, December 10, 2025, saying that in India, the doorsteps of markets reach the doorsteps in less than 15 minutes and pizzas reach the doorsteps in less than 30 minutes, but patients die of blood loss due to the delay in reaching the hospital.
Raising the issue during Zero Hour in the Rajya Sabha, Ms. Bachchan requested that the Parliamentary Standing Committee on Health also look into the issue of patient death due to delay in reaching the hospital.
“In a country where groceries reach doorsteps in less than 15 minutes and pizzas in less than 30 minutes via flash trading platforms, patients bleed to death as ambulances remain stuck in traffic and there are no dedicated emergency lanes, despite the Supreme Court’s 2018 directive. There is no national data tracking these tragedies,” Ms Bachchan said.
“60% of ambulances arrive late; urban delays take an average of 15 to 30 minutes due to lack of green corridors and police escorts, missing the golden hour for 55% of accident victims. There are no dedicated lanes on highways despite the National Ambulance Act 2016. These critical faults need to be noticed and addressed immediately,” he said.
He recommended an urgent order for dedicated emergency lanes across the country with AI traffic signals, prioritization of ambulances, 30-second green corridors, implementation of the Supreme Court’s 2018 ambulance corridor directive through the Ministry of Road Transport and Highways, penalties for violators and a high-level inquiry into ambulance death delays.
BJP MP Rekha Sharma demanded a gender-sensitive mental health facility for traumatized women in the country. Ms Bachchan highlighted the serious lack of accessible gender-sensitive mental health support, particularly for victims of violence, abuse and trauma.
“While the Modi Government’s initiatives such as Tele Manas and district mental health programs are laudable, some gaps remain, especially in rural, marginalized and low-income communities,” he said, adding that lack of awareness and scarcity of trained professionals prevent countless women from receiving timely care.
Ms Bachchan told Parliament that survivors of domestic violence, cyberstalking, acid attacks, trafficking and workplace abuse often carry long-term psychological scars. He noted that the mental health system that is supposed to support them remains fragmented and under-resourced.
Ms Bachchan called on the government to appoint dedicated women’s mental health counselors in centres, police stations and hospitals and provide immediate and specialized assistance. “Tele Manas’ outreach should be expanded and integrated with the women’s helpline, self-help groups and Anganwari workers’ network,” Ms. Bachchan said.
Mizo National Front MP K Vanlalvena demanded the central government’s intervention in the issue of harassment of Mizoram tribals by income tax officials. He informed the House that tribals living in certain areas of Mizoram were exempt from Income Tax and should not be harassed by Income Tax officials.
BJP MP Laxmikant Bajpayee has demanded the establishment of more High Court Benches in Uttar Pradesh, citing the high pendency of cases in courts.
