Delhi to bring new excise policy, residents to pre-book their favourite liquor brands through…

The Delhi government is planning to introduce a new consumption policy. A committee led by Public Works Department (PWD) Minister Parvesh Verma has been tasked with drafting the excise policy. According to the draft new excise policy, Delhiites will be able to pre-book their favorite liquor brands through an application to be launched by the city government, PTI reported. According to sources, the draft is expected to be made public to collect feedback by January 2026.

Liquor outlets in Delhi

The national capital has more than 700 liquor outlets run by four state-owned companies: Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), Delhi Tourism and Transport Development Corporation (DTTDC), Delhi State Civil Supplies Corporation (DSCSC) and Delhi Consumers Cooperative Wholesale Shop (DCCWS). The committee headed by Verma also has a plan to reduce the number of liquor outlets in residential areas to prevent clusters from forming.

Pre-booking for the brand

“There have been numerous meetings with stakeholders on the policy. We have plans to introduce an app that will help consumers check the availability of brands in nearby stores. They will have the option to pre-book the brand they wish to purchase,” said a source.

Will consumers need to pay for pre-booking?

The source added that whether the consumer will have to pay for pre-booking is an issue being investigated. The store owner is planned to wait about an hour to receive the customer’s pre-order, and if the time expires, he will be free to sell the product.

“All stores will be mapped on this application and they will have to update their stocks. In this way, we will also know which brands are popular. For example, if more than one customer searches for a brand and cannot find it, we will find out about it and promote it in our stores,” the source said.

The application will also have a section for resolving customer complaints. Brands will also be discouraged from cracking down on vending machines. Earlier this year, the Delhi government extended the existing excise policy for another three months as it was yet to frame a new version.
