G7 foreign ministers gear up to tackle Ukraine, security and global governance

Paris: The upcoming G7 Foreign Ministers’ Meeting (FMM) will deliberate on key global challenges, including the war in Ukraine, reconstruction efforts, maritime security and reforms in global governance, according to a background briefing by the French Ministry for Europe and Foreign Affairs.

Pascal Confavreux, spokesman for the French Ministry of Europe and Foreign Affairs, outlining the agenda, said that the meeting will take place shortly after the informal meeting of ministers on the sidelines of the UN General Assembly and will serve as a preparatory step before the G7 Leaders Summit. “All of this culminates in the preparation of the Evian summit. The summit will take place between June 13 and 15,” he said in the briefing. The briefing added that the discussions will help frame the results for the leaders’ negotiations.

Both immediate crises and long-term structural problems will be discussed at the meeting. “Frankly, we will do our best not only to hold this informal meeting, which generally means a G7 meeting, but also to get some concrete results,” the official said, emphasizing the need for actionable results. he said.

There will be significant focus on Ukraine, with sessions planned on reconstruction and broader regional security issues. “The second session will be on reconstruction. The aim is to achieve at least three effective results,” the briefing said, referring to discussions on nuclear security, humanitarian demining and reconstruction financing. The role of international financial institutions such as the European Bank for Reconstruction and Development (EBRD) in mobilizing investments, especially for Ukraine’s recovery, will also be highlighted.

A special session on sea lanes and the exercise of freedom of navigation is also expected to be held.
On governance reforms, the G7 aims to push for more effective multilateral frameworks. The briefing underlined efforts to rethink global governance structures and said, “More generally, more innovative approaches will emerge to integrate horizontal threats that endanger the sovereignty of different states.” The meeting will also include discussions with non-G7 partners, including ministers from South Korea, India, Saudi Arabia, Brazil and Ukraine, reflecting a broader support strategy. “We will hold all of these sessions on Thursday and Friday morning,” the official said, adding that multiple side events and working lunches will facilitate deeper exchanges.

At the end of the briefing, the French side emphasized the importance of coordination and communication. “One important thing: we are in favor of free exchange and friendly exchanges as much as we can,” the official said, adding that the meeting would aim to deliver “as much as we can” in terms of concrete results.

The G7 FMM is expected to set the tone for the leaders’ summit in June, with a strong emphasis on Ukraine, international security and institutional reforms.
