Goa Zilla Panchayat elections on December 20: 8.68 lakh voters to decide 50 seats as MCC comes into force

Goa will elect new Zilla Panchayats (ZP) on December 20, 2025 and the State Election Commission of India (ECI) will announce the poll schedule to 50 constituencies in North and South Goa. According to the ECI, a total of 8.68 lakh voters are eligible to vote as the Model Code of Conduct (MCC) comes into force with immediate effect in all ZP jurisdictions.

The commission also published updated electoral rolls, finalized seat reservations and deployed observers and enforcement teams to ensure the voting was smooth and transparent.
According to ECI, the electoral roll adopted from the Goa Legislative Assembly records is as on January 1, 2025. North Goa has nine reserved seats for women, seven for OBCs and one for Scheduled Castes (SCs) and Scheduled Tribes (STs). In South Goa, ten seats are reserved for women, six for OBCs and five for STs. There are a total of 1,284 polling booths, 658 in North Goa and 626 in South Goa.
The vote will be held by ballot as per the instructions of the Election Commission. On December 20, a total of 8 million 68 thousand 637 voters, 420431 men and 448201 women, will exercise their rights. According to the pollster, “Candidates can submit their candidacies between December 1 and 9. The review of the nominations will take place on December 10.”
Voting will be held on December 20, and vote counting is scheduled for December 22. The ZP elections, in particular, will be a crucial battle between parties ahead of the Goa Assembly elections in 2027. In the last Goa Assembly polls in 2022, the Bharatiya Janata Party won 20 seats.
Maharashtrawadi Gomantak Party won two seats. Congress won 11 seats and Aam Aadmi Party won two seats. Independent candidates won three seats, while two were secured by other candidates.
