Rajya Sabha Adjourned Amid Uproar Over Bihar Electoral Rolls Revision

While the opposition deputies continued to put pressure on the revision of the election rolls in Bihar, Rajya Sabha procedures broke down on Tuesday. Rajya Sabha was postponed shortly after the approval of two legal decisions.
The upper house saw its first postponement around 11.45. When Rajya Sabha met again at 14:00, the opposition deputies demanded a discussion about the special intensive revision of the election rolls in Bihar.
In the middle of Ruckus, Harivansh in the chair has made two legal decisions to expand the president’s rule in Manipur for six months, and one of the Ministry of Finance to change the second program in the 1975 Customs Tariff Law.
MOS Pancaj Chaudhary does not invest the decision on the 1975 Customs Tariff Law, and began to raise slogans against opposition MPs Sir. In the middle of religion, the chair decided to vote and approved. The Assembly later made a decision to expand the president’s rule in Manipur.
Harivanssh, “This is a legal decision. All of us, as deputies should comply with the constitutional provisions. They have a limit to be thrown, if not done, you are aware of the problems they can create.” He said. “We’ve just passed one bill since the beginning of the session,” he said.
Later, Mos Home Nityanand called Rai to move the solution in Manipur. The President said, “I hope that the members will sincerely rise on occasion, use the floor in a meaningful way and use time in a meaningful way … They will use it in accordance with the weights of the issue and fulfill the constitutional obligation.” He said.
TMC deputy Sushmita giant and DMK leader Tiruchi called on Siva President Sir to make a discussion about Sir. However, Harivansh said that something that is not related to the decision will not be recorded.
A few deputies were on their feet. The chair then called Subhash Chandra Bose Pilled from YSRCP and then the deputies began to raise slogans. TMC deputies were standing next to YSRCP MP and raising slogans against secret exercise.
BJD deputy Muzibulla Khan later spoke and “When the Manipur law and order of order were bad, Article 356 was applied. Today, the law and order in Odisha are bad …” he said.
Authorized, “The double -engine government in Manipur failed …. Has the situation recovered months after the President’s rule? He said.
TMC MPS Sushmita giant then entered the well of the house, then Marshals entered the house and was seen to prevent the entrance points to the wells. The president applied to the members to give orders in the Parliament. However, TMC members became more deputies in the house of the house, including Sagarika Ghose, Ritabratata Bannercee and Samirul Islam.
Later, when the deputies from the congress and other parties set off from the barricade created by Marshals, he united in the well of the house. Rai heard that the opposition deputies raised the slogans of “Amit Shah Jawab Do” (Amit Shah answers).
The decision passed with voice. The chair then postponed the house for that day. Previously, in the morning sessions, congress and other opposition parties created turmoil in Rajya Sabha shortly after the house came together, claiming that the CISF personnel were deployed in Parliament last week, and a claim that the personnel belonged to parliamentary security services was strongly rejected by both the President and the government.
Shortly after the articles and reports listed during the zero -hour (morning session) joining the table, Vice President Harivanssh said that the opposition leader Mallikarjun Kharge shared a letter written to him with the media.
In his letter on Friday, Khart said that CISF personnel were deployed to the Parliament and prevented opposition leaders from exercising their democratic rights. Referring to Kharge’s letter, Harivansh appealed that he was shared with the media because this kind of communication was in a privileged category.
The president said that the presence of personnel from parliamentary security services is not something new and that they are specially trained to do their jobs without using power. Harivanssh also pointed out that the house witnessed repeated disruptions. He asked how raising slogans, entering the house of the house and disturbing other members can be called “the right to a democratic protest”. Opposition leader and senior congress leader Khart, said he published a press note about the letter for the benefit of the members.
Kharge stressed that the opposition protested in a democratic way and will continue to do so. “CISF is brought home. Are we a terrorist?” Kharge asked. Harivanssh, who opposed Kharge’s claim, said, “They were not CISF. Parliament was security service.”
Congress leader, parliamentary security service is well equipped to provide security to the deputies, he said. “But do you want to carry out the house by bringing the police and the army?” He said.
Parliamentary Affairs Minister Kiren Rijiju sought a statement about which action should be taken against the wrong allegations by the opposition leader (LOP).
“Only Marshals can enter the house. On that day there was only Marshals. Lop reveals misleading and false facts. When a misleading letter is written or a false truth is presented, which action needs to be done?” Rijiju questioned. The chair gave the ground again to Kharge, “(Chair) House or House Minister Amit Shah?” He asked.
For this, Harivanssh told Kharge that it was a wrong claim. JP Nadda, the leader of the Assembly and the Union, said he had been in opposition for 40 years and that the Congress Party should receive training from him to become an effective opposition party. He claimed that some of the actions of the opposition members could not be called “anarchy”. In the midst of the turmoil, the proceedings were postponed until 14:00. Previously, the chair rejected 34 postponement notification in accordance with the 267th rule of the Assembly.
