Hamas spies were caught compiling disturbing dossiers on aid workers operating in Gaza, the New York Post reported; One file even mentions a woman who “left her home wearing revealing clothes”, while another details a person’s “immoral relationship with a woman”.
Shocking statements came from inside Hamas documents seized by the Israel Defense Forces (IDF) between 2018 and 2022, before the outbreak of the latest conflict. The documents reveal the extent of the terrorist regime’s stranglehold on humanitarian aid personnel trying to help the people of Gaza.
Charities forced to appoint Hamas-approved ‘guarantors’
The Post notes that international aid organizations are prohibited from doing direct business with terrorist organizations such as Hamas. As a result, charities operating in Gaza are required to appoint local “guarantors” who act as liaisons and are vetted by Hamas’s Ministry of Internal Affairs and National Security.
One of the guarantors was deemed “morally questionable due to adverse information being obtained from close persons about his immoral relationship with a female employee.” Another disparaged the “Hamas movement” while a third was described as having “low religious observances”, according to a report compiled by NGO Monitor that analyzed seized documents.
Extensive files on aid workers’ personal lives
Hamas’ files on 55 guarantors working with 48 international groups were disturbingly personal. Spies searched their social media accounts and noted in one woman’s file that “there was no hostile activity on Facebook.”
The Islamist group has also displayed paranoia about rival groups. They complained that the guarantor of Catholic Relief Services, a huge charity operating in 100 countries, was “affiliated with the Popular Front”. [for the Liberation of Palestine] (PFLP)”- a group designated as a terrorist organization by the US, EU and Canada.
In contrast, a guarantor working for Médecins Sans Frontières in France was praised for being “religiously observant”. Hamas even documented a money transfer made to it.
‘Continuous technological surveillance’
The report finds that Hamas subjects international aid groups to “constant technological surveillance.” It concludes that these organizations do not operate independently in Gaza. “Rather, they are embedded in an institutionalized framework of repression, intimidation, and surveillance that serves Hamas’ terrorist objectives.”
Hamas’ vetting process also included investigating the financial situation of foreign non-profit organizations seeking to work in Gaza. In 2019, Hamas security chiefs targeted Britain’s Save the Children, which operates in more than 100 countries. They complained that Save the Children “failed to submit” to financial controls and called for “restrictions on programs and projects until cooperation with the Home Office is achieved.”
The documents seized by the IDF came from the Hamas Ministry of Internal Affairs’ Gaza Security Mechanism, a division of the terrorist organization responsible for law enforcement in the region.
Hamas’s malign influence on relief efforts in Gaza was previously brought to light by revelations of its influence over the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Israel claims that at least 12 UNRWA employees participated in the attacks on October 7, 2023, which claimed the lives of 1,200 Israelis.
