Britain and France signed a declaration on Tuesday pledging to send troops to Ukraine as part of a future peace deal and security guarantees backed by the United States and allied partners.
The declaration, adopted in Paris by the Coalition of the Willing, lays out what leaders say is a framework for lasting peace between Ukraine and Russia, determined by the principles of international law and the United Nations Charter.
Russia’s large-scale invasion of Ukraine in 2022 has triggered the largest conflict in Europe since World War II.

The new agreement says Ukraine’s sovereignty and ability to defend itself are non-negotiable elements of any peace agreement and warns that Ukraine’s self-defense is essential for its own security and broader Euro-Atlantic stability.
According to the plan, a multinational force will be deployed for Ukraine after a ceasefire is reached to deter any Russian aggression and support the rebuilding of the Ukrainian army.
The force will be led by Europe, with support offered by the USA

The declaration also commits the Coalition to providing security guarantees that will come into effect after the ceasefire begins.
These include commitments to support Ukraine militarily, diplomatically and economically in the event of a future armed attack by Russia.
Plans for a sustained US-led ceasefire monitoring and verification mechanism, with input from partners, outline a key US role.
The United States will participate in a special commission to manage ceasefire violations, assign responsibility and determine solutions.
