Vehicles in the northbound lanes were directed to exit Del Mar Heights Road, cross the road, and board the on-ramp that would take them back to the highway.
At times, traffic apps have shown a trip from central San Diego to Oceanside taking up to two hours; this was a distance normally covered in less than an hour.
As of 4 p.m., northbound lanes remained completely closed in the Del Mar Heights Road area.
