Transport Minister Sean Duffy, who has previously warned about illegal immigrants obtaining commercial driver’s licenses (CDLs), said this incident represented another example.

Investigators reported that Huang was “distracted by a video he saw on his phone” while driving an empty bus on a major highway on Dec. 9.
New York Post It reported that Huang operated a tour bus. The man allegedly rear-ended a tractor-trailer, triggering a chain-reaction crash that injured two people and killed Kerry Smith, an American citizen, according to authorities.
Huang was later arrested and charged with vehicular manslaughter, according to the Putnam County Sheriff’s Office.
Huang Entered the USA illegally two years ago, according to DHS. He admitted to Border Patrol agents that he was a Chinese citizen, but was later released and given work permits and a Social Security card, authorities said. This, the agency alleges, allowed Huang to obtain a Class B CDL; This process ultimately led to a fatal multi-vehicle crash.
