India begins counting a billion-plus people in mega exercise

The exercise will cover 36 states and federally administered territories, more than 7,000 subdistricts, more than 9,700 towns and approximately 640,000 villages, and fieldwork will be conducted by enumerators and auditors (usually school teachers, government personnel and local officials).
