TThe Lok Sabha is expected to consider the ‘Health Security and National Security Levy Bill, 2025’ on Friday, December 5, 2025, for further consideration and passage. The bill proposes levying a tax on “machinery installed or other operations undertaken in the production of pan masala” to fund India’s ‘health and national security’.
Finance Minister Nirmala Sitharaman, moving the proposed bill in the Lower House on Thursday (December 4), said that the deduction will not be taken on essential goods and the revenues will be shared with States under certain healthcare schemes. The bill, presented as a money bill, needs to be passed only by the Lok Sabha.

On day 4, Parliament approves bill calling for higher consumption tax With the Rajya Sabha returning the legislation to the Lok Sabha, regulations regarding tobacco and related products will be made along with the end of GST compensation. Responding to a debate on the bill in Rajya Sabha, Ms. Sitharaman assured that in the GST regime, tobacco products will still be taxed at 40% under the defect category.
