What is a naval blockade and how would it work in Strait of Hormuz?

The U.S. Navy Commander’s 2022 manual on naval operations law defines a blockade as “an offensive operation to prevent ships and/or aircraft of all hostile and neutral States from entering or exiting specified ports, airports, or coastal areas belonging to, occupied by, or under the control of a hostile State.”
