Manchester City Council redactions ‘delayed grooming cases’

In a report, investigations into historical child care cases were significantly delayed because a municipal council has greatly corrected the evidence pages.

Majesty’s Constabilities and Fire and Rescue Services (HMICFRS) Inspectorate found that some materials provided by the Manchester Municipal Assembly contain pages containing several words.

The guard said that it “makes it impossible to evaluate the evidence value of information”, but since then, a new process has been accepted to share evidence.

Manchester Municipal Assembly said that if the “complex” rules have been included in the sharing of personal data, some information had been included in the evidence, it means that prosecution could be in danger.

The information appeared as a part of a study of historical cases of child sexual exploitation of child sexual exploitation of the Great Manchester Police (GMP), which has found significant developments after a series of curse report on the allegations of power.

. Review by HMICFRS In 2024, he was appointed by Andy Burnham, the Mayor of Manchester, to look at the “current and ongoing provision”.

The report said that each of the 10 local authorities in Greater Manchester have their own agreement on which information will be shared with the police.

“Some are willing to share all the available information and do it immediately and without rejection.”

“Others will do this in accordance with the strict rules of what can be included.

“This has led to significant delays in investigations and the preparation of evidence for the court.”

Green Jacket and Bernese’nin “especially affected by these delays,” he said.

In the early 2000s, only one person was convicted as part of the Green Jacket Operation launched six years ago to investigate the sexual exploitation of children in South Manchester.

After the death of 15 -year -old Victoria Agogliia in 2003, Bernese operation was established to investigate child sexual abuse.

Victoria, who was in care, died of drugs at an overdose two months after reporting that he had been raped and injected by an elderly man.

“It took months for the material provided by the Manchester Municipal Assembly to arrive for months, and some pages contained only a few words.”

“This has made it impossible to evaluate the evidence value of information.”

A Manchester Municipal Assembly spokesman, authority to bring criminals to justice “was decided from the beginning,” he said.

The spokesman added: “The sharing of personal data is a complex legal field. Failure to follow the relevant instructions correctly will risk that such information will serve to endanger the unacceptable management and prosecution.

“As this work progressed, we were able to develop information sharing protocols with the police who developed processes and who are successful enough to adopt anywhere else.”

HMICFRS, Council and Crown Prosecutor’s Office GMP has accepted a new way of working together since then.

HMICFRS, “Inspectors can remotely view and evaluate unrelated documents.” He said.

He said that this means that the process should start again, while this means “much more efficient and effective”.

HMICFRS stressed how GMP has made significant improvements in how to explore child grooming cases.

The surveillance found that power was “a strong multi -institutional approach to investigate child sexual exploitation” and “has important sources that committed to supporting these investigations”.

Now, there are 98 special staff working with legal and non -regular agencies to support the victims, and a great investigation team of sexual exploitation of a child who experts.

HMICFRS also said that GMP is “a good strategic and operational leadership and governance regulations for investigations.”

However, there were “various educational gaps” and previous failures “resulted in an irreversible loss of confidence”.

Former detective Maggie Oliver, who spoke before the report was published and resigned from the GMP after Rochdale’s grooming cases, said, “They passed through the most terrible childhood you can imagine.

He continued: “There is no reason to trust anyone, but when they trust in the system, they cannot be forgiven again.”

Constabulary Inspector Michelle Skeer, the Majesty, said: “When the GMP has started to review the sexual exploitation investigations of the GMP since 2019, we found that power has improved the understanding and approach to investigate the allegations of punishment and sexual exploitation.

It is clear that power has been trying to provide a better service to those who have sexual exploitation or lived for many years.

“But for some, confidence and confidence in the police had disappeared and could not correct their experience of power.”

For the comment, the Great Manchester Combined Authority and Crown Prosecutor’s Office was approached.
