According to Pakistani media reports and statements by coalition partners such as PPP Chairman Bilawal Bhutto Zardari, the proposed 27th Amendment includes far-reaching changes that could significantly alter the balance of power between the judiciary, the federal system and the military.
The 27th Constitutional Amendment proposed in Pakistan targets many critical areas of governance. One of the most controversial changes is the amendment to Article 243, which regulates the command structure and appointment process of armed forces commanders.
Critics fear that this particular move is designed to consolidate the military’s constitutional influence and possibly extend the tenure of Chief of General Staff Field Marshal Asim Munir.
Additionally, the amendment aims to significantly reduce Provincial Autonomy. This will be achieved by reducing the share of state resources distributed under the National Finance Commission (NFC) Award and transferring control over key ministries such as education and population welfare from state governments to the federal level.

The move received intense backlash from opposition parties and analysts; Many implied that the amendments to Article 243 and the NFC were an effort to concentrate power under constitutional cover and roll back past democratic reforms.
Withdrawal of the 18th Amendment: PPP Senator Raza Rabbani warned that the proposal would undermine provincial autonomy and “undo the good work of the 18th amendment,” which devolved significant powers to the provinces in 2010.
Civil-Military Balance: Former Senator Mustafa Nawaz Khokhar explained that the main purpose of the change was to fine-tune military control, adding: “This move will completely change the infrastructure of the country.6 What happened to the idea of civilian supremacy?”
The opposition PTI party has vowed to reject the amendment in Parliament.

For the amendment to be implemented, the government needs a two-thirds majority in both the NA and the Senate.
National Assembly: The government has the required two-thirds majority with the support of 233 members in the 336-member NA.
Senate Challenge: The government has 61 seats in the 96-member Senate, meaning it needs the support of at least three opposition members to achieve a two-thirds majority. The government is expected to lobby allies such as JUI-F for support.
