Bangladesh President Issues July National Charter Implementation Order, Introduces Bicameral Parliament | World News

President Muhammad Shahabuddin on Thursday issued the July National Charter (Constitutional Reform) Implementation Order 2025, revoking the provision that had previously allowed constitutional reform measures to come into force automatically if the Constitutional Reform Council failed to act within a certain time frame.

According to the new order, once the referendum is approved, the new parliament will perform dual duties as both a legislative body and the Constitutional Reform Council. This body will have 180 days from its first session to finalize and enact the necessary constitutional amendments.

The resolution also outlines the introduction of a bicameral legislature with the formation of the Jatiya Sangsad Upper House through the proportional representation (PR) system.

Chief Counsel Professor Muhammad Yunus announced in a national speech that the Upper House will consist of 100 members proportionally representing the votes received by political parties in the national parliamentary elections. Any constitutional amendment would require the approval of a majority of members of the Upper House.



Yunus also announced that in case of a “yes” vote in the referendum, the Constitutional Reform Board will consist of representatives elected in the next parliamentary elections and who will also serve as MPs. The Council must complete its reform work within 180 working days from its first session, and the Upper House will be constituted accordingly within 30 working days after its completion. The Upper House will continue to function until the last working day of the Lower House.
