No plan to create new administrative units, priority to operationalise existing ones: CM Omar

Jammu and Kashmir Chief Minister Omar Abdullah on Saturday, February 7, 2026, said that the government does not intend to create new administrative units at present and is focusing on operationalizing those that have already been sanctioned.

Mr. Abdullah was responding to additional questions from members of the Assembly seeking new administrative units in Jammu and Kashmir.

“This issue should end here. The government has no intention of opening new administrative units for now,” he told the Parliament. The Chief Minister said that the already constituted units were not properly operationalised. “It’s our responsibility to operationalize them, make sure they work properly and put systems in place where gaps need to be filled,” he said.

He also said that MLAs complained that the units established in their constituencies were not made operational. “The opened units are not yet operational. Our first responsibility is to make them operational,” he said. “After making these operational, we will take the necessary steps where new administrative units need to be established,” he said.

MLA Dr. Replying to a question from Rameshwar Singh in the Parliament, the Prime Minister said that the issue was taken seriously and new administrative units would not be created arbitrarily.

He said that on October 21, 2014, nine new subdivisions, 50 tehsils and 99 niabats were approved, under which Lohai and Duggan were also created as tehsils.

The chief minister said the order was suspended in 2018 except for tehsils formed at Vilgam and Qalamabad in Kupwara district, Singhpora and Narwav in Baramulla district, Bhella in Doda district and Ramsu in Ramban district, which remained in force.
