Police allege the men, aged in their twenties, one of no fixed address and the other local, attacked the man in Strathaird Reserve, Narre Warren South, at around 3.15pm on Friday last week.
The reserve is based at Strathaird Primary School and the alleged attack occurred as pupils were leaving school that day.
In a statement, the Department for Education confirmed that members of the school community witnessed the incident.

The victim, a 63-year-old from Clyde North, was taken to hospital with serious injuries and died this morning.
A 21-year-old man of no fixed address was arrested on Saturday, and 22-year-old Narre Warren South was arrested on Monday. Both were charged with recklessly causing serious injury before the man’s death today.
