NYC election worker says he’d process non-citizen voter applications

When asked about non-citizen registration processes and undercover video footage, a New York City Board of Elections employee said it was not his job to report anyone.
A worker said he would process applications from noncitizens, according to undercover video taken by Muckraker in which the reporter tried to pose as a noncitizen.
“Every now and then we get people coming here… and they’re registered, they’re not citizens,” the worker told the reporter.
When the worker claimed to have a green card from Canada, he was told he had to become a citizen, the reporter said.

“I’m not going to fill it in,” the worker said. “You must be a citizen to fill out this form.”
“We cannot stop you from submitting your application,” he added, noting that there have been “legal situations” where non-citizens have tried to register.
When the reporter said that he really wanted to sign up, the worker once again said that it was up to him whether he wanted to fill out the application form or not.

“I can’t tell you what to do. If you want to fill it out, fill it out. But it’s all clearly marked, especially at the bottom. It says American citizen. So if you fill this out and you don’t, I’ll let you know.” [a citizen]. If it comes back to you, it will come back to you again. “If it’s not like that, it’s not like that,” the worker said, appearing to once again warn the reporter about the legal consequences.
“But we accept everything that comes over the counter,” he continued.
The worker, who was asked whether he would report himself if he applied, said that he would not report anyone.

“It’s not my job to report anyone,” he said. “My job is just to collect the application and submit it to the ministry.”
It is illegal for non-citizens to register to vote in New York. An earlier measure aimed at allowing noncitizens to vote in local municipal elections in New York City was ruled unconstitutional last year.
