Record number of working holidaymakers pushing migration higher

The increase in the second and third and third working holiday visas, the net migration is far above pandemic levels and challenges government targets.
Within five years before Covid, working holidaymakers contributed about 25,000 per year. This is 10% to 12% of this net migration. However, it rose to 89,950 in 2022-23 and 72,480 in 2023-24.
It is likely that a strong contribution of working holidaymakers to net migration will continue in 2024-25 years. There are two different types of visa that contribute to employee holiday producer group: demand -oriented SC 417 Old agreements made with countries such as England, Canada, France, Japan and South Korea and more restrictive SC 462 Work and holiday Visa for the new agreement countries.
When the international boundaries were closed, the contribution of the net migration to the net migration fell sharply during his pandemi.
As the Covid appeared and the business world complained about the shortage of labor, the coalition government responded to pressure:
- Most employee holiday producers (SC 417) increased from 30 to 35 for their agreements for agreements;
- Providing an opportunity for a third employee holiday producer visa;
- Expanding areas where working holidaymakers can work for a second and third access Working holiday Visa;
- To allow holidaymakers working from the UK to access a visa of automatically three years;
- Opportunity for a short -term holiday producer visa for a short time in the beginning of 2022;
- proclaiming increasing caps Work and holiday The visa for the 2022-23, which the New Workers Government holds, is 30%; And
- continue to negotiate additional Work and holiday Visa agreements.
Most of the above changes were protected by the workers’ government. In addition, a new 1000 people Work and holiday An agreement was implemented with India and 3,000 places for new mobility regulation for talented Early Professional Program (SpousesVisa for young professionals from India.
As a result, the first issue Working holiday And Work and holiday Visas rose from 85.716 to 2022-23 in 2021-22, to 198,010, to 184.616 in 2023-24 and to 196.463 in 2024-25. The 2025-26 application rate is likely to be at the same level (or slightly higher) because there is no policy change to reduce this and the labor market remains strong.
Remember that new applications are now automatically a three -year -old holiday producer visa, and therefore the probability of being counted in net migration is higher.
In addition, the number of second and third employee holiday producer visas that keep the contribution to the net migration is because the net migration will be counted in net migration, the visa holder stays in Australia for 12 months from the age of 16 and only a business producer visa should not be counted in net migration.
Second issue Working holiday And Work and holiday Visas rose from 3,401 to 2024-25 in 2021-22 to 90,754. Third issue Working holiday And Work and holiday Visas rose from 8,242 to 2024-25 in 2021-22 to 33,898. Currently, there is no policy change that will reverse this tendency in 2025-26. Only a sharp deterioration in the labor market would achieve this.
Against this background, we should expect the contribution of the holiday producer to the net migration in both 2024-25 and 2025-26 to remain high and far above pandemic levels.
This will predict that a sharp decrease in the Treasury in general net migration will be very difficult for a 230,000 long -term level per year. It is surprising that the government has not tightened politics in this field in search of net migration.
The coalition committed a net migration target of 160,000, but it is unlikely that he will receive support from citizens to reduce the number of employee holiday producers.
Thus, both major sides have committed to reduce net migration to much lower levels, but have several policies to achieve this reduction.
