SC dismisses plea seeking guidelines for time-bound disposal of cases

The New Delhi High Court on Thursday refused to entertain a plea seeking framing and implementation of rules for time-bound disposal of cases.

A bench comprising Justices Vikram Nath and V Mohana also rejected a plea filed by a lawyer seeking to frame uniform, structured and enforceable guidelines for issuing stays in all courts across the country.

The petitioner told the bench that the petition sought directions regarding irregular adjournment of cases in courts.

“Go to the Bar Council of India, the State Bar Council, the Supreme Court Bar Associations and the District Court Bar Associations,” the bench told the petitioner, who was present in person.

The court panel said in a lighter tone, “We do not want to be enemies with lawyers. We are friends with lawyers.”

The plea also requested the formulation and implementation of a uniform national case flow management policy applicable to all courts in the country, which includes staggered timelines for trials, regulation of adjournments, continuous and daily hearings on appropriate matters, and priority disposal of long-pending and old cases.
