Sex offender admits incest after forcing relative to carry his baby | US | News

A 58-year-old registered sex offender has pleaded guilty to incest after allegedly forcing a disabled adult family member to have sex.

Troy Daniel Pipkin Sr., 58, pleaded guilty March 16 in North Carolina’s Buncombe County Superior Court to committing incest and seven counts of failing to register as a sex offender.

Visiting Superior Court Judge Louis Trosch sentenced Pipkin to two consecutive sentences of 21 to 38 months each. The judge also ordered Pipkin to register as a sex offender for the rest of his life.

The crime, which occurred around November 1, 2023, resulted in the victim becoming pregnant.

An investigation began in May 2024, when a Buncombe County Sheriff’s Office detective obtained a search warrant for two cellphones belonging to Pipkin and a woman identified as Margie Vance. Pipkin and Vance were married in November 2022, as seen on the marriage certificate obtained by Citizen Times.

According to the order, Adult Protective Services began an investigation after the Department of Social Services filed a report on April 9, 2024.

The victim told the obstetrician that she was pregnant and that a family member was acting as a surrogate.

Detectives interviewed a case worker at Pipkin’s home, where it was revealed that Pipkin had sex with a close family member to “get her pregnant,” the warrant alleges. The victim gave birth in 2024.

Vance “agreed to the deal” and was later charged with aiding and abetting second-degree forcible rape, according to the arrest warrant. At the same time, Pipkin was registered as a sex offender and remained on probation in Columbia County, Florida, following a conviction for multiple lewd acts involving a child. Following his arrest, Buncombe faced a probation violation in Florida.

Investigators reportedly learned from a witness that Pipkin forced the victim into sexual activity, while Vance warned Pipkin that he would harm her if she refused to cooperate.

The warrant shows Vance admitted to detectives that he participated in a “threesome” with Pipkin and his family member. The 56-year-old man was arrested on April 16, 2024, and charged with aiding and abetting, according to court records.

Vance was indicted by Buncombe County Superior Court in February 2025 and pleaded guilty to second-degree kidnapping and sexual assault by April, according to court records.

Vance was sentenced on April 28, 2025, to 25 months to 42 months in prison, with a maximum penalty of no more than three years in prison. He was given credit for the year he spent in the Buncombe County Detention Facility.

Both Vance and Pipkin were also required to register as sex offenders. Vance and Pipkin were ordered not to contact the victim, who refused to testify in court.

In addition to his sentence in North Carolina, Pipkin faces a “significant” prison sentence in Florida, according to the district attorney’s office.
