Lok Sabha Speaker Om Birla addressed the House before adjourning the proceedings for the day and stated that he had advised Prime Minister Narendra Modi not to appear in the House on Wednesday, February 4, 2026, due to “certain information” that Opposition members were ready to protest in an “unprecedented manner”.
The Parliament adopted the Motion of Thanks on the President’s speech on Thursday, February 5, 2026, without the customary response from the Prime Minister.
“I regret to say that some members exhibited such behavior in the Parliament on Wednesday. [February 4] It is an unprecedented event in history,” said Mr. Birla.

The Prime Minister was planned to respond to the debate on the motion by thanking President Droupadi Murmu for his speech to the joint session of Parliament on Wednesday, February 4, 2026 at around 17:00. But the House had to be adjourned as female MPs from Opposition parties marched along the corridor and held banners in front of Mr Modi’s front row seat.
They were protesting against BJP MP Nishikant Dubey’s allegations against former Congress Chief Ministers.
The Congress then hinted that the Prime Minister would be allowed to speak only if the Leader of Opposition (LoP) in the Lok Sabha was also allowed to speak.
Mr. Birla also chastised the Opposition for its behavior in its chamber after the House was adjourned until 5 pm on Wednesday, February 4.

Congress members met Mr. Birla in his chambers and questioned the President’s decision to give leave to Mr. Dubey and demanded action against him.
By late evening, the Speaker’s office had removed most of the objectionable statements from the House record.
