Special Intensive Revision: SIR forms released across 12 states; check steps to apply online and documents needed

Booth-level officers (BLOs) have started distributing counting forms to voters as part of Special Intensive Revision (SIR) in all 12 states and Union Territories following the announcement of the second phase of intensive voter list revision by the Election Commission of India (ECI). Under SIR, ECI has also introduced the online application form option in addition to BLOs distributing forms at doorsteps. This exercise aims to register all voters missed during house to house survey by Booth Level Officers. The final voter list for the second phase will be announced on February 7, 2026.

Voters can check their and their family members’ details on the official website https://voters.eci.gov.in/. For technical or information assistance, ECI Net Application offers ‘Call Booking with BLO’ feature. Voters can also call 1950 with their STD code for any assistance.

Step by step guide to fill SIR form online

To fill out the SIR form online, voters must visit the Election Commission Voter Services Portal or the state CEO portal. The online link of SIR form will be active from the start date till the last date i.e. 4 December 2025 for West Bengal. After logging in to https://voters.eci.gov.in/
voters need to click Fill out Census Form 2026 and select their state.

If the voter has a Voter ID card, their details will be auto-filled once the EPIC number is entered. New voters or voters who have not previously registered can choose the ‘New Form’ option. Voters then need to enter their EPIC Number (2025) in the designated field and click on the search button.

They must choose one of the following categories: My name is present in the Electoral Register of the Latest SIR; My parents’ name (Father, Mother, Grandfather, Grandmother) is present in the electoral roll of the last SIR; or My name and my family’s name are not on the electoral rolls.
Voters can enter their relatives’ information, if available. They should check the pre-filled information such as name, age, gender and address and make corrections if necessary. A current passport size color photograph with a clear face, eyes open and facing forward, with a white background must be uploaded. Voters can track the status of their SIR forms from the same portal after submitting them.
